Purpose
To encourage students to complete their short or medium-term, intensive, non-academic courses and training programs offered by its partner offering institutions around the world.
Focus -
Communications technologies; Telecommunications systems.
Qualifications -
Applicants must be citizens or permanent residents of an OAS member state who are policymakers, engineers or managers of all levels with at least three years of experience and working on aspects related to disaster relief; English proficiency is considered for admission, scores must be submitted from either the Test of English as a Foreign Language (TOEFL) or the academic International English Language Testing System (IELTS); exceptions may be made for applicants who hold a degree from a university located in a country in which English is the official language and also the language of instruction at the university; minimum scores for admission academic IELTS an overall band score of 6.0 with no individual score below 5.0; TOEFL: 550 on paper-based or 80 on Internet-based test.

Interested applicants may visit the website for an online application. Applicants must also provide the following documents: copy of diploma for the highest degree obtained; copies of transcripts of grades for all academic degrees completed and to be completed; three recommendation letters. Two different letters must be from current or former professors using the OAS Recommendation Statement Form and one letter from a current or previous employer using the Employer Recommendation Form. If unemployed or never employed, obtain a third recommendation using the Recommendation Statement Form; resume, maximum of four pages, including diplomas from conferences, workshops, seminars, etc.; admission letter. Scan all required documents in one single file in PDF format, shouldn't be larger than 8MB. After the applicants submit their application, they will receive an email with the application they filled out in PDF format. Print the application, add the required documents and submit the package to the National Liaison Agency (ONE) in their country.
